Not to be confused with the Suzanne Vega song of the same name. But the song does pop into my head whenever I say/see Luca (I live on the second floor. I live upstairs from you)

I believe this is the debut feature length film from the man who brought us La Luna. The animation is pretty much the same between the two.

Luca and his pal Alberto are sea monsters but when they step on dry land they become human. It's the Little Mermaid Story (sort of) but with boys. They dream of getting a Vespa and driving all around the world. Naturally, Luca's parents absolutely forbid him from going up to the land.  There's a bike race to be navigated. A girl test the boy's friendship. It's all very sweet. There's no big drama in the film. No huge laughs, but there are a few chuckles. It's just a sweet small film that was a nice diversion on a Saturday night.

The one quibble (It's all about the quibbles) was Jiim Gaffigan. The story is set in a small town in Italy. Every character except one speaks with an Italian accent and uses an occasional Italian word. The character without the ethnicity would be Gaffigan. I guess he didn't get the notes on character.
