Basically this is a response to space migration boosters. They start out looking at the main reasons people give for wanting to colonize the moon and Mars, and offer objections. Then they look at all the problems with trying to live in space, with reference to what we know from various missions, and what we have no idea about, which is a lot. There's a section on space law, which I skipped, and they conclude with the opinion that it's something for the far future, if ever.
They do try a bit too hard to be funny and do it too often, but he's a cartoonist, so I guess that's to be expected. I'd say DOOM recommended if you're interested in the topic.
